I think the prescribed order of procedure should be strictly followed.
At prevent no deficite charge of any offence has been made against & Bitel. The offence should be communicated in writing and the grocends on which it
rests and S. Eitel should be required to answer the charge in writing. When he has done that if it is thought that. his answer is not so far satifactory; as to obviate the necessity of proceeding to enxpansion it will then be- to apprize him that on a day to be
necessary
